Borderlands 4 is going through some changes, and thanks to the release of the first DLC, you can now collect what is known as Vault Card Tickets. Think of this as a new means of collecting legendary gear and cosmetics that doesn't require you to search for all the Dead Bolts or hunt a specific boss.
