Yes, you can double jump in Hollow Knight Silksong. But not for a while. Unlike the Dash and Glide abilities, you won't learn how to double jump in Silksong until you reach the Mount Fay area. It's here that you find a monument that leads to obtaining the Faydown Cloak item.
