You have a 25% chance of receiving the Glowthorn seed from Enchanted Seed Packs. These can be obtained by fulfilling the wish requirements of the Wishing Well during the Fairy event.

Instead, it's needed to complete a stage of the Fairy Favors and upgrade the Fairy Fountain to higher tiers. This increases the available rewards when making a wish. Without one, you'll be stuck at a lower tier.
