To feed the NPC in Grow a Garden, you need to hold a food item before speaking to Sam, the Seed Shop vendor, like you would a crop you want to sell to Steven on the opposite stall. With one in hand, you'll see the option to feed him instead of buy from him.

You can feed Sam once every 24 hours. Once you've fed him enough times, a second tab will open on the Seed Shop menu with exclusive seeds to purchase.
