This isn't particularly helpful, and this appears to be a common theme with the goals found on the Cruise Ship. Fortunately, we know exactly what you need to do in the skateboarding game. To complete the invert the high wires goal, you must perform the invert lip trick on one of the high wires located above the cruise ship's swimming pool. This is impossible to do without draining the pool, so the first thing you need to do is grind on the valve, removing the water from the pool.
You can find the rail containing the wobbly valve by skating down the first ramp you see when you spawn onto the level. Go to the right side of the pool with the colorful slide and keep skating until you see the holiday-goers playing giant outdoor chess. The rail with the leaky valve is right next to the big blue structure—once you grind on the rail, the pool will empty, opening up the area to skate in.
When you're inside the pool, depending on the stats of your character, you may need to build up your special gauge before attempting to grab on to the high wires. By building your special gauge, you should be able to generate enough speed to reach the wires.
Landing the invert trick can be difficult as there's a lot of time to accidentally spin, causing you to grind on the wire. You can avoid this by timing the lip trick as late as possible. Once you approach either of the high wires above the pool, hold left on the d-pad and press Y / Triangle on your controller. You need to land the trick to complete the challenge, so don't do anything fancy as you're about to end the combo.
