Building a great Silver and Blood team isn't as clear-cut as stacking top-tier units. With no regard to strategy and synergy, you still won't get far.
A team filled with damage dealers may, in theory, force their way through an encounter, but without a tank or healer to absorb, mitigate, or patch incoming damage, they won't last long. Sustainable damage is far more reliable than high burst.
So, with that in mind, it doesn't make sense to take the Silver and Blood tier list at face value. Instead, you need to be aware of each character's role in a party and how they can synergize with your own.
Don't think you're doomed to fail by only having access to a single S-rank hero. So long as you have a well-rounded team, they'll bring out each other's strengths and smooth out any weaknesses.
Forgetting to build around triggering a Blood Moon can seriously limit your team's potential, too.

To reroll in Silver and Blood, you first need to ensure you start the game with a guest account. That's the bottom option when you enter for the first time.
From there, complete the lengthy tutorial and use the free 10 pull. If you don't get a decent SSR from the line-up, consider logging out and deleting your account to start again.
If you want to go a little further, play until you're thrust in the Lost Courtyard tutorial and exit the battle via the button in the top-right. This gets your early control over the main menu.
Claim any achievement and login rewards, then enter working Silver and Blood codes to pool as many pull currencies together as you can.
