How do you solve the Silent Hill 2 bug room puzzle?

On the Silent Hill 2 remake roach room keypad, two or three numbers are highlighted - they're the ones with no blood on them - and your solution is a combination of those numbers. There is no way to know what order they go in, so you just have to try each solution. If two numbers are highlighted, one of them needs to be entered twice.
