The Phantom Dash ability in Blue Protocol is unlocked as part of the Terra Resonance questline, which begins at around level 17 if you follow the main storyline. This is the same questline you'll follow to unlock Float in Blue Protocol.

To unlock Phantom Dash, follow the questline around the western path out of the main city. Interact with the Hero's Flower in the Ancient City of Vil to unlock the Resonance feature.

With your newfound ability to fly through the land's air currents, head to the Andra Rest Post north of the main route out of Asterleeds. A wind tunnel close to the fast travel point here will take you under a nearby open-air cave and far up onto a floating island.

At the peak, a text box instructs you to use the Phantom Dash ability to break through a wind barrier. Interact (or 'resonate') with the concentrated wind orb by the landing spot to unlock the Phantom Dash ability needed to bust it open.

If you don't get a button prompt to use the Phantom Dash ability, you might have to assign the skill yourself. To do this, open the skills panel, click the third tab on the left, and drag the Phantom Dash ability to a slot at the bottom of the screen.
