The Float ability is unlocked at around level 17 as part of the Terra Resonance quest. Follow the questline and interact with the large Hero's Herb flower in the Ancient City of Vil area to unlock Float.

Though Float can be unlocked this way at the correct level without following the quest, it's best to follow the Terra Resonance questline to unlock it. Not only will it walk you through the Float process, but it also directs you to a few different air currents to practice your new ability, eventually unlocking another Resonance skill you'll need later on.

You use Float by jumping into an air current and clicking the button prompt that appears while airborne. If you don't see the Float button, go to the skill tab and you should see the Float skill on the Resonance menu via the third icon once unlocked. Drag it to your action bar and press its corresponding key while in mid-air in an air current to activate it.
