While you can rely on blasting your way out of most situations, this mission forces you to take Major Raikov's clothes, a high ranking general in Colonel Volgin's army.
All it takes is one look from stealth game fans to see that Raikov bears a striking resemblance to a certain platinum blond-haired protagonist. When you get to Groznyj Grad Weapons Lab: East Wing, Colonel Zero will remind you that you need to track down Major Raikov and steal his uniform. The first thing you should do is head to the camouflage menu and switch to your scientist outfit to get around the facility without attracting any attention. Be warned that the real scientists may be suspicious of you, so try not to get in their way as they won't hesitate to ring the alarm bell.
The soldiers guarding the area tend to travel alone, but the rooms they enter will most likely contain those problematic scientists. Raikov stands out among the rest of the soldiers patrolling the area; he's the only soldier with hair poking out from his hat. Once you manage to track Raikov down, the difficult part is getting him to the locker room where you can steal his clothes.
With the scientist outfit on, make sure you have the Cigarette Gas Spray weapon equipped, as you'll need it to knock any enemies you spot unconscious. This spray can have up to 25 uses, and if yours happens to be fully stocked, you can make this process considerably easier by going around the building, knocking everyone unconscious. Once everyone has been put to sleep, all you need to do is drag Raikov up the stairs and into the locker room.
If you've run out of ammo and need to use the Mk22 instead, then you'll have to switch back to one of your stealth outfits first, as the scientist apparel doesn't let you fire weapons. The same method applies; just knock everyone unconscious and drag Raikov to the destination.
Alternatively, you can do this lethally if you have to by killing practically everyone in sight, but make sure Raikov stays alive, as the mission will end if he ends up dying. You won't be able to steal his clothes until the high alert and evasion phases end, so get Raikov in the locker room and wait out the timer until you can proceed.
Where to go once you have Raikov's clothes
Switch to Major Raikov's outfit and face camo, then head to the door located near the poster of a woman carrying a baby. Make your way through to the Main Wing, then walk down the hallway until you get to the West Wing Corridor. The soldiers standing in the way will let you through to the next area, triggering a cutscene where Snake encounters Eva and Sokolov once again.
Why is Raiden in Metal Gear Solid Delta?
So, even though Ivan Raidenovitch Raikov looks exactly like Raiden from Metal Gear Solid 2 and the two characters share the same Japanese voice actor, canonically they aren't related in any way. Some fans believe that it was Kojima's way of poking fun at the people who criticized him for making Raiden the protagonist in MGS 2.
